Message : We are a mfg exporter of leather goods.At present we have packing credit of 300000 INR offered by our banker. Our 2015-16 sale as per ITR submitted was 55,00,000 INR. Our 2016-17 sale till Jan 2017 is 48,00,000 INR. And we have confirmed order from clients amounting 50,00,000 INR to be completed by June 2017. At present we operate from a rented premises. We have small Exporters policy with ECGC and all shipments are covered to the extent of 95% of the Invoice value. Am I eligible for loans to help me out to execute these orders and if Yes, to what extent.

Message : Sir I am transport contractor with various PSU oil companies. Regarding the MSME reservation I have the following query. Supposing the requirement is for hiring 100 tank lorries by a PSU. That is minimum of 20% should be procured from MSME. One MSME tenderer has given 7 trucks at L 1 rate. I am the only other tendered in MSME category with L 2 and within +15% of L 1 rate with 7 trucks. There are more than 120 tanl lories at L 1 rate which are not from MSME. All these are from other category tenderers. Will the PSU award me contract at L 2 rate considering the condition of the Ministry that minimum 20% of the procurement should be from MSME by the PSU

Message : Regarding the Delayed Payment matters, the present MSMED Act 2006 contain a full chapter V. The provisions have been made in this Act with the experiences gained from the precursor Act of 1993. However, the Act of 2006 contains provisions only upto obtaining "the order of the Facilitation Council (MSEFC)". We have obtained few orders recently but facing terrible hardships in "Executing" the orders through Courts. The Orders of the MSEFC are not being respected by the Debtor parties and they are challenging in the courts through Writ Petitions. Though the MSMED Act bars the applications in court without a deposit of 75% of the awarded amount, the courts are not sticking to this Act stipulation and are giving the Stay orders. This needs to be addressed in the Policy improvement.

Message : Sir, As per the CLCSS Guidelines the Subsidy is on Eligible Plant and machinery however the Term loan is a Mandate thing. In your case you are entitled to avail the Benefit of Rs.12 lakhs. The Subsidy amount is exceeding the Term loan amount and the Subsidy which you will receive will be in the form of TDR for 3 years as it is a Back ended Subsidy Scheme(Credit Linked). To avail the Subsidy Benefits in your case best to my knowledge you should increase the Term loan amount to atleast 50% of the eligible plant and machinery.

Message : Hello sir, i am running a small manufacturing unit and already register in part 1 and part 2 in dic,i want to loan in CGTMSME scheme for buying some new machinery for expend our unit.But national bank in our area is not giving loan in cgtmsme tay want extra security.we have only agricultural land for security which dlc value is more than 10times of amount which loan we want.but most of bank not taking agricultural land as security they want only commercial property.plz give solution for that.this is condition in Baran,rajasthan.is cgtmsme scheme depend upon bank or its govt. scheme for all. because on call in tollfree number they told us that i need only part1 and part 2 registration for loan no security is needed.but each bank want security which is commercial property or resident property .My contact no.8764321342

Message : Sir, Standardization & Harmonization of each and every small to big component and product is required in nation, If you look to any developed country they have developed standards for each item and it is compulsory to comply/follow for any manufacturer, this will reduce duplication of cost on research, safety, durability and many more. Sir, MSME is westiong lot of fund in duplication of R&D on available products, copying imported products with reduced safety and durability standards. This is resulting in to very huge national cost. Sir, Standardization agency (BIS) should boost and ease to avail it (they are not taking interest, and trying to punish more than boost) , Product wise associations should be formed, and expert members from them will review international standards, will help to redesign it for nation, and approved standards will be implemented with the help of same channel ( up till any country should be selects for draft to follow - like EU standards). It should be compulsory for any manufacturer to register with segmented association and segmented slot of government. Sir, We can refer the development of U.S., Europe, Japan and now China is based on compliance of standards. It is also compulsory to comply for export, why not of local market. Sir, This is best way for fastest and strategic development of MSME and Indian products.

Message : Dear Sir, I am Ruma Saikia, a resident of Guwahati, Assam. I am PMEGP loan beneficiary of the year 2014-2015 under the Bank of Baroda. That sir, loan amount of Rs 10 Lac has been sanctioned by the Guwahati Branch and the margin money has also been deposited by me into the bank. But on 20 th of this month, I have been verbally informed by the branch manager, that due to some issues, CGTSME scheme has been withdrawn by the concerned ministry, Govt of India to the Bank of Baroda and hence loan amount cannot be disbursed till the issue is resolved. Under these circumstances since the deadline of PMEGP loan disbursement is 31st of March, it is unlikely I can start my industrial unit.When informed this to the DICC, they gave a written notice to the bank to disburse, but the bank manager still refused to do so unit Bank Head Office notifies this. What should I do sir?

Message : At present MSME Act 2006 payment of interest on delayed payment @ 3 time of RBI rates. But the disputed cases when referred to Arbitrators appointed by the State Govt. the Arbitrators never agree to this rate saying that The Arbitration Act 2006 do not envisage such rates and the interest is awarded @12% p.a. from the date of filing the suit before the Facilitation Council of the State and not from the date when the payment became due. Thus whole purpose of the MSME Act is defeated. Secondly the State Govt. has notified exorbitant rates of Arbitration Fees which is determent to the MSME. For example Haryana Govt has notified a fees of Rs 25000/ per case involving dispute upto 10.00 lacs rupees which is too much. Normally the MSME disputes are well below Rs 5.00 lacs. Thus effective cost to the MSME is too high. The MSME State facilitation council also charges a sum of Rs 3500/ per application of dispute. It should not be more than Rs.1000/. The MSME Act 2006 need to be suitably amended to give effect to these suggestions as above. The factory Inspectors should not be permitted to visit MSME without giving a prior notice and also without obtaining permissions from the officer of the Joint Commissioner or above. Excise duty: The present exemption limit of Rs 150.00 lacs was fixed in the year 2003 by the then great Atal Behari Vajpayee Govt. Since then inflation has increased multi-fold. This limit need to be raised to the level of Rs 500.00 lacs and overall SSI exemption limit for SSI units need to be raised to Rs 10.00 crore from the existing clearance value of Rs.400.00 lacs.

Message : Hi Mr Jugal, I don't agree with you on that the purpose of MSMED act 2006 is defeated for the above reason. In you present case you should have challenged the part award in respect to the interest and i am 100% sure that you would get the rate of % as envisaged in the MSMED act 2006. Even if the said rate of interest is not there in the arbitration act still the rate is envisaged in the MSMEd act. I have done a lot of matter and we have never failed to get the prescribed rate of interest in the MSMED act 2006. Message : Entrepreneurship - govt is trying to bring the college pass out into entrepreneurship, might be wrong and fatal approach rather it should be focused on the experienced profession like an B tech with 5 yrs of industry experinec can be more successful as entrepreneur as he has learned a lot, is an expert in some industry or field. some policies should be devised to bring out the the professional from all the deciplines like Manufacturing, IT, infratsructure, Energy , Marketing, finance etc to starts the venturig into the business. they are more likely to suceed as they will certainly have some unique idea with required experience of runing an unit, dealing the customers, employee, having knowledge of the domain. The recent trend if you see many professionals are leaving jobs to start some career in business and many sucessfull examples are aavailable. hence the MSME policy if can accomodate the space to bring some professional into business will be highly empact full.

I FIND MANY PROPRIETORSHIP ORGANISATION HAVING REST ALL THE CREDENTIAL COULD NOT TAKE PART IN THE SCHEME AS THEY WERE PROPRIETORSHIP. AFTER WHAT IS THE PROBLEM WITH OTHER OWNERSHIP OF ORGANISATION.

Message : CGTSME IS GOOD INITIATIVE FOR MAKE IN INDIA THERE SHOULD BE SEPERATE CREDIT GUARATEE FUND FOR MANUFACTURING ORGANISATION. I SEE THE BANK ARE FINANCING TRUCKS CARS AND AUTO UNDER CGTSME BUT AN MANUFACTRING ORGANISATION IS SIDELINED. ALL THE FUNDING OF CGTSME SHOULD BE AUDITED FOR ITS REAL PURPOSE.

Message : Some supporting organisation like NSIC, coir board or SIDBI AND HAVE POLICIES TO SUPPORT THE MSME WITHOUT ANY COMPETITION. GOVT SHOULD LOOK FORWARD TO INCRESE COMPETITION BY ADDING ORGANISATION LIKE SIDBI/NSIC AND ANOTHER ORGANISATION CAN BE CREATED WHICH COMPETE WITH SIDBI OR NSIC. ACTIVITY WISE COMPARATIVE PERFORMANCE WILL DRIVE PERFORMNCES.

Message : We request all to request to GOVT.to NOT TO LOWER the compulsory PF limit from 20 to 10 employ as proposed amendment in EPF & MO act by our govt as this will be a DEATH BLOW to MICRO / SMALL industries. This will increase INSPECTOR RAJ, corruption and harassment. This will bring us MICRO Small units on brink of CLOSER AND OUR FAMILY ON ROAD. We are already in lOSSES because of Industrial SLOW DOWN. We Micro,Small units seeks your protection to survive. This will be against Modi ji ,s Make In India as New entrepreneur will also be discouraged. You will agree that Micro / Small Industries can not match large industries in social responsibilities as our turn over is very small. This amendment should not be passed before finalization of MSME policy.

SIMILLARLY ESIC FOR MICRO ORGANISATION SHOULD BE 100% FREE AFTER ALL IT SHOULD BE AGENDA FOR WELFARE DEPARTEMENT.A TINY ENTREPRENEUER IS STRUGLLING FOR SURVIVAL BURDENED WITH PATHORA OF INSPECTORS, WELFARE POLICIES, COMPLEX TAX STRUCTURE, COMPELETE SUBOTISATION OF ENTREPRENEURSHIP IN THE COUNTRY.

Message : an industry which has 20 people,and and run by, obviously a single owner, is expected to cater to : 1] factory inspector 2] drug inspector 3] excise inspector 4] income tax official 5] sales tax official then the tag of duty evasion . authorities look at the records with the attitude of babydom. unshakle us... we can create sone ki chidya... and yes generate gainful employment.... 99% of industrialists of my category pay taxes and dues in time. then why should we be subjected to unreasonable audits. please look in the matter.

Message : could anybody can explain me what is the criteria to register IT unit under IT policy of Maharashtra? how to implement IT policy for IT unit? whats difference advantages can get if the IT unit is registered under PSI scheme and under IT policy? is it necessary that IT unit should established in the IT Park to get advantages described in the PSI and IT policy of maharashtra? please fix these confusions as soon as possible.
